If you then look into it, you will find that these 1934 bonds are quite common in places like Thailand and the Philippines, and at least at one of the seizures in Italy, the people carrying the bonds were of Asian decent, travelling on Japanese passport, and , apparently, according to an independent italian online journalism mag (effedieffe), one of the arrested had the name Yohannes Riyadi (which you will find is used by Lord Blackheath in his speech).

b) If you look around for the name Yohannes Riyadi you will find the name implicated in many high level bond scams, you will also find a few websites touting that he is actually a real man in addition to the scam name, the real man being a secretive trillionaire etc. etc.

c) If you look at the documents supposedly released by a "white hat" group in connection with the Lord Blackheath speech they are 2006 proofs of "1 billion" belonging to Joseph Teo Hui Kiat, a synonym of Yohannes Riyadi (This specific document was first published online in 2006, and has obviously been sent to Lord Blackheath AGAIN)

d) Lord Blackheath has a history of being contacted by people regarding incredulous amounts, see the "Foundation X" pa-larva.

The counterfeit bonds which are produced in south-east asia have been in production for over a decade, there is no way of knowing how many of them are in use by scammers or have been used for illicit transactions etc.

There is no way of really knowing the network these days, but in poor economic times, people are more desperate and more liable to fall for scams, which is what these kinds of bonds are usually used for.

(Instead of the usual "gold/bonds found in philippine cave we just need 50000 USD to dig them out, here is a picture of some we have already found!", you would probably get a swiss equivalent ("American bonds connected to nazi/russian stuff found in switzerland we need money to do X Y Z"))

They were in all likelihood not issued by the FED.

And what is with the resignations?

Having had a look at the list it looks like a combination of unrelated resignations connected to corruption charges against politicians, politicians resigning because of pressure due to (by now) long term austerity measures. In times like these where austerity gets too much, it is easier to sacrifice the head and appease the masses. It is a similar concept with the bankers who are resigning due to poor results. A fund manager basically gets the credit (mostly undeservedly) for the performance of the fund he works for, when it goes bad, in order to maintain investor confidence (and thereby money in the fund), the manager gets removed.

Why has a lot of it happened right now?

February is the annual report season, when companies etc. present their annual reports to their shareholders/creditors/investors, any bad results will shine the strongest right now, and accordingly, the heads are rolling.

Not really, the majority of the bonds were of denominations not traded, and probably wouldn't be accepted by any reputable bank. I suppose it is possible they could be used as backing for a loan etc. But most likely they are involved in some kind of scam, and not intended for selling by themselves.

At least this far, and for all previous cases of these sorts of "discoveries" there has been no government endorsement. It is hard to know how many of these fake bonds have been found but it is at least 4 trillion worth just based on a few news stories, there are probably many many more made and used by various fraud groups.

In the 2009 and 2011 discoveries in Italy / Zurich the Italian Mafia was involved to some extent in both cases, and you could imagine (I have no evidence for this, it is purely conjecture) that the the funds were involved or were to be involved in a scam-network at least partly operated by them, built on the south-east-asian model.

The money extracted from these kinds of scams is not insubstantial.
